Conductor, was born in La Vega, Dominican Republic, where he studied guitar. In santo Domingo he studied with the Sacerdotes de la Orden Salesiana and participated in their Agrupación Coral. He enrolled in the Conservatorio Nacional de Música as a Classical Guitar major and then changed to Choral Conducting. His studies included Musical Pedagogy, Counterpoint, Harmony, Choral Organization and Administration, as well as Choral Conducting.

In 1987, Mr. Restituyo founded the Coral de la Universidad Dominicana O&M, winning first place in two consecutive years in the Festivales Nacionales. He was named director of the Coro de la Academia Militar de las Fuerzas Armadas.

In 1995 he was named director of the Coro Masculino Julio Alberto Hernández of the Instituto Cultural Dominico-Americano, developing this group to national and international levels. He remained with this group until 2006.

In 2004, he was named director of the Red Nacional de Coros, a branch of the Secretaria de Cultura de la Republica Dominicana, in charge of creating, organizing, development and support of choral groups and director of the entire country. He has composed various hymms and songs as well as numerable choral arrangements.

Mr. Restituyo is member of the International Federation of Choral Music (IFCM); Founding Memeber of the Federación Coral del Caribe y Centroamerica (FCCC), the Asociación de Canto Coral (ALACC) and President of the Sociedad Dominicana de Directores de Coros (SDDC). He has participated in choral festivals in Venezuela, Aruba, Curacao, Puerto Rico, Mexico and Canada, in workshops and as judge.

On 2011 at the ACE, New York, he was handed his annual prize as a Choral Director.
